I setup drop rule to drop some traffic. I setup rule based IP address or mac address ..It does not work. The device was not dropped.. Rule is setup to top.

the logviewer result would indicate that you have a misconfigured source device.

attached two screens shot, one is policy test. It sounds working.
From the Log. The traffic does not hit FW9 and hit FW6.
