You can do a backup-restore from a lower firmware to an equal or higher firmware but not the other way around. Along with that other criteria or prerequisite must get matched as per below KBA:

Thanks a lot, will have to try and find old backup from 2019 that i used to get every Sunday.

Then try and match the missing rules and other config manually
