Report on Data Transfer per Rules and Policies

Question

Is there a way to pull a report on the data transfer per rule and policy? I know if you go to "Rules and Policy" you can see the Data Transfer per rule, but I am looking for a report on how much data was transferred over the past 3 months per rule. Is there a way to do that? 
 
 Otherwise, how do you determine the last time the data transfer counter was reset?

The easy bit, the data transfer counters are usually reset at every restart, but can be manually reset by the admin. So if you are the admin you record the dates in a log.
