Desktop cannot connect to remote computer in a different network running Cisco RV130 router. Connecting via Shrew VPN client

But when I connect to mobile data, meaning, not connected to my network, the Shrew VPN client connects to remote network within seconds. 

I don't know which of my firewall rules are causing this.  How do I troubleshoot?  Please help.  

My desktop is wired.  Allowing all in the default policy doesn't solve this.  I've allowed all in web policy, placed non in IPS.  I also have 2 other wireless SSIDs set up, each on different VLANs with different firewall rules, 1, with totally no restriction.  Same results.  But as mentioned above, connecting to mobile data, and connecting via Shrew VPN client is immediate.
