- We have an XG Firewall in Brazil, which is accessed by other REDs from different places and other countries, including one located in Costa Rica (Central America);

It sounds like you have a country blocking rule configured on your firewall located in Costa Rica.
I would advise you to check your country blocking firewall rule and adjust the rule accordingly.

The problem is that the bank (located in Costa Rica) does not accept access from outside Costa Rica!
We know that the ideal, to avoid this, is to have another local XG Firewall (Costa Rica), which unfortunately is not possible now.
What do you suggest? The use of a "Free VPN"?
Something similar has already happened to us, but a while ago, and it was a site located in France that did not accept connections coming from Brazil! The solution was to contact the site managers in question and they released ...
In the case of the bank of Costa Rica, we doubt that they are as flexible as that ... and they will hardly allow access to their "internet banking" from Brazil ...
