Release Emails Through Quarantine Digest

Starting yesterday, I have not been able to release emails through the Quarantine Digest. Every time I click on the Release Link, I receive this message in a browser:

You can release quarantined emails only from user portal. To release them, sign in to user portal.

When did this change occur? I just updated to SFOS 17.5.12 MR-12. Was this a change with the firmware update?
