STAS authentication with CSV import?

Hello is there a way to use STAS authentication in combination with CSV-Import? What I'd like to do is the following:

Currently the XG is being prepared at our service center and not yet at the customer site. I'd like to use STAS and authenticate users with their Active Directory Credentials for SSL-VPN. As the XG is not yet at customer site, I can't use STAS to import the users but I'd like to roll out the VPN-Client before replacing their current firewall.

Does anyone have an idea how to achieve this?
