XG230 site-to-site IPsec to AWS VPN slow

I have a site-to-site VPN setup with AWS on XG230 running 17.5.9 MR-9 software

IPSec VPN to AWS VPN gateway is up, the associated firewall does not have any IPS enabled.

File transfer from internet network to AWS is very slow. The internet line is 200M, achieve output of 200kb/s.

However, file transfer to the same AWS host on public IP address reaches 22MB/s
