Exception can add for user when using surfing quotas

You can add a firewall rule above the rule where the quota is applied.  In this rule specify destination networks as the FQDN you want to reach.  Apply any scanning policies except where there is a quota, to the firewall rule and that rule should take precedence for anything destined for those FQDNs.

Best practice in security states the least possible access required should be given.  So only add the FQDNs for the services you require.

Please check back on that article from Microsoft from time to time as they like to add/change those URLs.
