Limit Bandwidth on Guest wifi - XG

I couldn't reply to this post for some reason:

I did the exact steps and limited the guest wifi rule by 4000 KB/s.  When I run speed tests on the guest devices I am still getting max speed.  This is on new and existing devices.  It doesn't seem to be limiting it at all. 

I verified through logs that the guest devices are using the firewall rule I applied the traffic shaping on.  It is an XG 210 with the latest firmware.
