Unable to access hotspot login page

I have a CR200iNG running SFOS 17.5 mr 7.

I have configured a hotspot on port D with Terms of Use Acceptance.

When users connect, they are redirected to the https://firewall-ip-address:4501/index.cgi

However, this page never loads. Instead they get the error "page could not be loaded because: net::ERR_CONNECTION_REFUSED

Do you use a ANY Default Drop rule?

I don't have any Drop rule.

Can't just figure out what could be the issue.

Everything else works perfectly.
