Bandwidth sharing

Please I want to a particular bandwidth to user lets say 300kbs so that nobody holds anyone to internet ransome. I have created individual bandwith sharing but still seeing some live connection having more than 300kbs. Is there something I missed?

You can create QoS Policies bind to User, Firewall Policy, Web Category or App.

Which one did you use?

If you use User, the user needs to be authenticated.

I created a QOS policy and have applied it to a firewall rule bu could still see some users have more than 300kbs i have set.
