SMTP Quarantine Email

Hi,

We experience problem with SMTP Quarantine, when releasing the emails the end-user email didn't received it. Sometimes some important got caught and releasing it, the user didn't received it and lost that important emails. It used to work but upgrading the OS few times and this function is not working anymore. How to see if this is working or not?
