Network Rule VS User rule

Question

Hi Everyone 
 SOPHOS has classified firewall rules as network , user and business.I can see there are two user rules in control center. I do not know why and how SOPHOS did this ? Can anyone tell what is difference between network and user rule ?

A network rule works based on network attributes only (zone/ip address). 
 User rule has the 'match based on user' condition checked so it requires the user to be authenticated as a live user on the firewall before they can use this rule. 
 Business rules are self explanatory (DNAT/WAF/Email).
