When a user tries to visit a website that is blocked (by category/activity) they are prompted with the following block page:
If the user selects "Login to network" they are prompted with the XG's captive portal to authenticate. (How are you planning to authenticate users? Locally? AD?)
Within your configured web policy, make sure the user is part of a rule that allows them to access this blocked website.

This example is allowing the "Executives" group of users to be allowed access to all web traffic, while all other users are blocked for certain user activities.
