Quarantine release not working legacy mode

I have an issue after the upgrade to 17.5, when email is released from quarantine, it says it has been released but if you check the logs, it says it has been accepted and queued for scanning, before the upgrade it worked fine now the emails just sit and never get sent, has anyone else has this issue?  Thanks
