What would cause Sandstorm to still scan something if it's domain is in an exclusion?

I have set irs.gov to be an exclusion from Sandstorm scanning and it STILL is scanning downloads from that domain. What would be causing this? Sometimes it's taking 12 minutes to complete analysis which is completely ridiculous.

 irs.gov may not work. Please try to use ^[A-Za-z0-9.-]*\.irs\.gov/
