Traffic Shaping - questions

Trying to set up Traffic Shaping but I am surprised at the lack of options. 

First of all, there is this:

That has been missing since 2015, apparently. 

So how do we accommodate for asymmetrical bandwidth?

Also, it says to specify the available bandwidth in kbps. What exactyl does this mean? Kilobit per second? Kilobyte per second?

    I hadn't checked recently until your post, the reports have all been amended as far as I can see to be KBIts, used to KB. If you see a link speed of KB, it is in KiloBytes, as I think in one of the later updates the values were changed.

    Asymmetrical, as you pointed out, still being waited on.

    The GUI says KBits. So what is it then. Kilobits or Kilobytes (that latter would make no sense, no network administrator "thinks" in bytes).
