You can create a Business Application rule and use template Email Clients (POP and IMAP) and mention the Zone from LAN to WAN. You may attach the identity and enable an option to show captive to unknown users. As the users are not using web client for authentication they will not get the captive portal pop-up.
So you would to instruct your users to either use <LANIP of firewall:8090> on the web browser on their phone manually or use authentication agent installed on their phones. If there is a rule positioned on top of that rule allowing port emails ports. This may bypass authentication. So please this rule in the top position. Now the firewall is not intelligent enough to distinguish between mobile and PC. So I would suggest getting the XG integrated using STAS for your local machines to authenticate via SSO.
