Primary Gateway in firewall roles

i have 2 wan with 16M speed for each 

in 17.0.2 when i set the primary gateway None i can download with speed 32M  (Merge 2 wan speed Into one )

but in 17.1.3 when i set the primary gateway to "WAN Link Load Balance" i download with 16M  (Load Balance between 2 wan)

Referring to this KBA,

Would it be possible to please confirm that both of your WAN gateways are configured as Active and have a green status? This way, you can properly utilize both of your WAN connections via the WAN link load balance setting on your firewall rule.
