I'm not sure if I'm getting you right.
So you have two sites, one with an static IP-Address and one with an dynamicly assigned one?
If you want to build an S2S VPN between that two offices, you can set the first Firewall (with the static IP) on respon only:
On the other Firewall you just need to set this option to initiate the connection:
