Email Reports show "Mail Count 1" after downloading over 500 emails via POP3. Is email scanning working?

I'm using XG 17.1.1. Email is set Legacy and I have a firewall rule (Business App rule) set to scan POP3/POP3S/IMAP. Everything seems to work as I can receive and send email but when viewing Reports, it will only show a couple of emails in mail count even though several hundred have been sent/received and only a handful of emails appear under "Mail Senders". I'm wondering if email scanning is working properly?

Also, for email we use Gmail, Godaddy, and Cox email servers (all POP3) and Outlook 2016. Considering this, should I stay with Legacy or switch to MTA? I initially tried to use MTA but was unable to send email, only receive...
