XG High Wan Traffic / Proxy Hang?

I noticed on my wan interface very high network traffic but looking at the reports by IP, I cannot find the matching traffic. I saw a post on the Sophos UTM forums that it could be related to the HTTP Proxy retrying a download of a large file. Sure enough, once I rebooted the traffic stopped.

For now, I have disabled all web policies in the firewall rules. Will disabling the web application policy fix this issue? Also what causes this issue to occur. I unfortunately have bandwidth caps and have to pay overage for this month. Very frustrating...
