How does the terms of acceptance hotspot track users? How can I view how many are on?

Question

Hey - I am trying to test out a full custom terms of acceptance page, and I've accepted the terms on all my test devices now. How is it tracking me? I've cleared all browser cache, changed IPs - even change MAC address on one of them. I cant get the acceptance page to come back up! 
 
 Anyone know where I can also see who or what devices has accepted the terms and is now allowed? And how do I clear this?

Hi Dave, 
 If the user does not accept the terms and conditions ,they cannot access the internet at all. You could check the IP address as DHCP service is operational . 
 Go to Open Console >Option 5> 3 
 Run command #cat /log/hotspotd.log 
 Check the output.
