AWS - 2 IPSec Tunnels to the same endpoint? - Won't Establish

I am trying to set up two site-to-site VPN tunnels to the same AWS endpoint, 205.251.237.206, and only 1 will establish at a time.  It looks like Phase 1 will establish on both, but not Phase 2.  If I knock down 1, the other one will establish and vice-versa.  

It should be possible to set up numerous tunnels to the same endpoint.  Has anyone else encountered this?

Is there a commandline log file that I could look at to determine what the error is?

    Try using a different IPSec Policy for each connection (i.e. IKE2 and IKE2 on one and Default Head Office and Default Remote Office on the other). Also, I've seen a few routers that would only allow one  tunnel at a time. Check specs.
