Destination Host Unreachable (Strange issue?)

We have 20 locations with XG 105 firewalls at each location, and are setup on a VPLS with our ISP. I can access 13 of our locations firewalls, but the other 7 I cannot. When I ping any of the 7 locations IP I receive a "Destination Host Unreachable" at the WAN port of the XG firewall at the location I'm at. I ran a "tcpdump 'dst host x.x.x.x' " on the XG and received the messages below:

  

To me it looked to be an ARP issue so I added the static ARP. I again pinged the IP of my other locations, but this time I received  "Request Timed Out". I did another tcpdump command on the firewall and received the messages below:

It looks like I'm receiving a response, but I'm still not able to access the other locations. I'm not to sure what steps to take from here to figure out what the issue is and any help would be much appreciated.

 

Other things that may or may not be important:

- We do have a VPN connecting the Branch locations to the Main Location

- Main location can access all sites

- I'm not at the main location (We just moved our offices to a branch site)

- All firewalls are configured the same. (Some locations have fail-over devices)

- All locations share the same gateway
