ISP Bandwidth allocation per port

We have 2 ISPs at this site.  One is cable modem for general Internet access.  The other is a 5 mbps fiber connection for hosted VoIP access.  We've started to move users out of HQ so I have started the process of increasing the fiber bandwidth so we can have a better VPN experience for out of office staff.  We're increasing fiber to 50 mbps to help, but everything from the fiber is coming through on a single Ethernet handoff for us.  Right now, that is going directly to the VoIP system.

What I need to do is manage the total bandwidth of the fiber connection.  I'd like to guarantee the 5 mbps to the VoIP system and assign the rest to our VPN and remote desktop service - and I'd like to manage that all through the existing firewall.  Right now this is still running UTM 9, but I'm seeing this as an opportunity to upgrade to SFOS.

I'd like to keep the same static IP for the phone system and have this bridge through the Sophos XG.  I also need the Sophos XG to manage the amount of bandwidth the phone system has access to.  I don't want it to be any more or less than 5 mbps at all times.

Any ideas?
