Trouble Allowing Certain Pages.

I am struggling to allow certain pages' content, for example youtube and ebay, to certain users. I am using the "Exceptions" page, adding url with the standard regex to allow for variation before and after domain name. The problem I am having is that even when I unblock their base domains, subdomains and even external domains (i.ebayimg, googlevideo, etc) used to allow content, the "video hosting" and "shopping" categories are still respectively blocking the -

  • videos from loading in youtube, but the rest of the page loads
  • images from loading on ebay, but the rest of the page loads
  • and outright blocking additional e-commerce sites I have unblocked in exceptions, with none of the page loading

However, as I'm sure you may have guessed, as soon as I allow shopping and video hosting in the web policy that is being used, everything works...but this obviously does not fix the problem, it just shows what is blocking the content.

Question is, can I make these sites work with the current policy, such that only certain IP's can access these pages?

Or, must I authenticate each computer with a user and then build specific policies/activities/categories for each user or group of users?...I'd prefer not to go down this road right now as we are in a transition period, moving towards new systems, servers and an overhaul in general, and so following through with this process would likely result in me building this out twice.
