to me this sounds as if your Exchange ActiveSync Policy requires additional restrictions on the device to allow email access.
Normally, if you click on the message the settings would be applied, but I have seen a similar issue as well on one of my test devices.
To check what is going wrong, you can have a look at the Widndows Event Viewer.
Go to "Applications and Services Logs | Microsoft | Windows | DeviceManagement-Enterprise-DiagnosticsProvider | Administrator"
Search for errors in there and check if that helps to resolve the issue.
