Quarantine Reports will be generated based on the Users and all there "managed Mailboxes". Check your User and see all the mailboxes attached to this user. You should see multiple, if this user is responsible for multiple mailboxes like shared mailboxes.

That is not the issue. If I have 500 messages in the quarantine, I have to process them one at a time. Ideally, I would select multiple messages and then decide to delete or allow, not one at a time.
