Sophos Outlook Add-In

There is a Add-in for Phish Threat (The user simulation software of Sophos Central): https://docs.sophos.com/central/Customer/help/en-us/central/Customer/concepts/PTOutlookAddin.html

It will send the Email to Sophos Labs to check and also to choose Administrator / mailboxes. 

Thanks, does not seem to be what I am looking for unfortunately. Was hoping to get something an admin at our org could review.

If the user press the "i am not sure about the Email", the Email will be send to Sophos Labs but also to mailboxes, you defined. So you can easily build this review process within your department.
