Is there a way I can exclude a sender from being filtered as part of suspicious attachment or blocked phrase? I have added them to the spam allowed list, but they still get stuck on the other filters.

I know this is a really old thread but I was looking for the answer and found it myself.
Directions: Pure Message - White list Internal/External Email addresses to send/receive attachments
FOR INTERNAL EMAIL ADDRESSES:
1) Expand the Outbound messages tab (I also did the Inbound message tab)
2) Click the green + Add
3) Click the new blue [Select users/groups] on the left
4) Click Add
5) Type the beginning of the first name of the person (NOTE: It will NOT search the last name of the person. From my testing, it will ONLY search the Name field, Left to Right)
6) Click the Find Now button
7) Click the newly created user/group and click Add, then Ok
8) Click the Drop-Down in-line with the blue text (on the right) and change it from Quarantine message to Deliver message
9) On the right under Manage changes, click Save changes, and then Ok.
FOR EXTERNAL EMAIL ADDRESSES:
1) Go to Transport SMTP - Content
2) On the right under Configuration, click Manage custom users and groups
3) Add the New user/group and click Ok
4) Expand the Outbound messages tab (I also did the Inbound message tab)
5) Click the green + Add
6) Click the new blue [Select users/groups] on the left
7) Click Add
8) Click the Drop-Down Active Directory and choose Custom users and groups
9) Click the Find Now button
10) Click the newly created user/group and click Add, then Ok
11) Click the Drop-Down in-line with the blue text (on the right) and change it from Quarantine message to Deliver message
