Device Control and broadband modem - disable/enable loop

A coworker came to me because the mobile broadband connection (a HP un2420 modem on an HP Elitebook 2540p running XP SP3) disconnected within seconds after the connection has been initiated. Looking at the logs I saw that Sophos Device Control (the policy requests Block bridged for network connections) turned off the radios when the connection was established - although no cable was plugged in.

Opening Network connections I saw an additional LAN connection which is obviously created by the un2420 driver. Thus it is quite clear what happens: the un2420 establishes a connection, the LAN connection becomes active and Block bridged takes effect - thus disabling the radio. As the computer now again appears "unplugged" the radios are re-enabled. At this point you can start all over.

As a workaround we've exempted the modem. The problem is that it is now possible to have both cable and mobile broadband active at the same time. Sophos is currently discussing the feature request (SUG62537 if I'm correct) but no definite decision yet. Seems like we can expect more of these devices in the future.
