اhow to make filter policy rule based in ip

hello i'm new here sorry if i write in wrong place :
i used for 4 month pfsense firewall but it found advantage and meny disadvantage
recently i decide to test new firewall for work and all my search found sophos best solution in firewall and have more powerful
but my problem is :
i want make policy rule based in ip and disable users system . and i don't understand why policy test based on ip and i can't make filter policy rule based on it !!!
i want to allow to some ip (etc site) and other ip not allowed except mail site .

    i want to do this :
    under web protection - web filtering - rule policy .
    when i create custom rule i must add user - i want to add ip not user .
    is this possible or not .
