I am not using the patch policy. Can I diable the 3 Patch services and the 2 patch scheduled tasks I have running?

That would be fine I'm sure. The only worry i would have would be at upgrade time, so I'd suggest re-enabling them before running an upgrade to a future version.
You might expect a few errors in SEC, when opening the Patch Event viewer but if you know why and you're the only user to use the console, I don't see that being a huge problem.
The Microsoft Message Queuing service, was also added for patch, if you know that no other applications are uisng that, you could disable that service also.
