this has been discussed several times in this forum. The short answer is: no.
While a newly created group inherits the parent's policies it is from then on independent. Thus if group A uses the Default policy and you create subgroup A1 it will also use Default. If you later apply Policy X to group A, A1 will still use Default. Similarly if you have group A and subgroup A1 using Policy X and group B using Policy Y and you move A1 under B it will keep Policy X.
