Terminal Server running savservice at 60-70% in the mornings

We have a terminal server running Windows server 2008 R2 64bit with xeon 2.8ghz processors and 28gb of ram. In the mornings when many of our users log on the savservice starts running at 60-70% of the CPU usage. What would be causing this and how can I eliminate this from happening. It is causing applications and attachments in emails to take 30seconds to 2 minutes to open. Thanks for any help you can provide.
