Surface Book 3 - SavOnAccess Event ID 769

we have a surface book 3 notebook/tablet and we keep on getting  SavOnAccess Event ID 769 in the event log every time we plug in a USB device.  it never allows us access to the USB drive, but it works fine on other machines.

any ideas on a fix?   I'm waiting for the tamper protection code and some time to troubleshoot with disabling some points of the scanning.
