Unable to disable Tamper Protection under Windows 10 Home

I have followed the steps outlined in https://community.sophos.com/kb/en-us/124377 with a Windows 10 Home computer managed by Sophos Central.  But everytime I set SEDEnabled to 0 in Safe Mode, upon restarting the machine, SEDEnabled changes back to 1 and I can't uninstall the software.  I tried to set SEDEnabled to 0 in Safe Mode and restarting back into Safe Mode. Though this time SEDEnabled stayed at 0, when running the uninstaller I just got a failed message.

I have run through the steps before on other computers to disable tamper protection, but with this computer is just is not working.  Is it because it's Windows 10 Home or because of Windows latest updates?

Any help would be appreciated
