It's simply not intuitive and polished. A lot of stuff has bugs or gotchas and isn't fully working - DLP, Role Management, etc.
I'm trying to delegate role permissions to HelpDesk staff, but for whatever reason they need to be Admins in both Server and Endpoint to add Policy Exceptions, not Global. They can manipulate policies but the "Add Exclusion" button doesn't show up until they are Admins in both. I understand needing Admin rights for everything to add Global Exclusions. Not happy at all.
