Install on more devices than number of licenses bought?

From my understanding the licenses are user based. So they will all apply to your admin account until another user logs into that device then the license gets assigned to that user.

If only 100 users log into devices, then you'll have 50 sitting under your account. After 30 days they will be released. So if you have 150 individual users you should purchase 150 licenses.

Thanks for your response, i actually want to know what will be the consequence of overusing the license. Will updates stop or policy will not push etc, what problems will I encounter

On deploying the additional Endpoints, the new ones will cease receiving the definitions. (I believe there is a threshold after which this would start, but I currently do not have the data).
