Hello yeowkm,
Please click here to request a re-categorization for a website
For more information, please review the "Sophos indicates that a site is restricted/inappropriate" section of this article.

Hi yeowkm,
If the issue affects some users only, I would recommend to check their web control policy, to see if there are any differences between them and the ones who can access the location.
You can also add exemptions as needed. Please see the steps here.
What message are the users seeing, and what are they trying to access exactly? (An intranet site? download a file from the intranet? )
Let us know if you find any differences within the affected users' policies, and/or if the exemptions work.
Regards,
