Web control active, but not licensed, is disabled in agent, and can not administer in cloud portal.

Sophos cloud web control is blocking a website that we need, but we do not have Web control licensed, it is disabled in the agent, and we do not have access to administer web control in policies in the Cloud portal.  Why is it active?  If we can't get it to inactivate, how can we administer it?
