    It's telling you to login to the SafeGuard Management Center - completely separate from the WinPE CD. You login to the SGN Management Center - click Keys & Certificates - Virtual Clients - then click "Add Virtual Client". Part of this process takes place on the broken laptop using the WinPE CD and the other part is done through the SGN Management Console.
