Check the system status via SSH, login as loginuser and then root... Issue the command "top". Check which process is overloading the CPU.

In 'Management >> Licensing', if your license doesn't say that it's for two nodes, you will be in Hot-Standby.

I have two separate licenses for my UTMs. Is it cause this problem?

So it's the IPS engine. I would recommend that you check the following:
1. See what rules are being triggered, disable unnecessary IPS profiles (rules).
2. Check if only protected networks (such as your internal networks) are protected by IPS, not Internet facing interfaces.

Edit: What do you mean two separate licenses, are they with the same capabilities or no ?

Yes they are the same. I mean i paid for each device separate license.

In WebAdmin, go to Management > Licensing > Overview.  What exactly does it say for Hot-Standby and Clustering?

Only if you have two LAGs configured on the switch, one LAG going to each UTM.  I'm guessing not.  Usually, you would use no lags, just plug each UTM into the same switch.  The cabling must be the same between nodes.
