[7.460][QUESTION][ANSWERED] manic WebAdmin caching has returned!

This problem was solved in 7.450, but it's back with a vengence in 7.460. In 7.40x, at least I could run WebAdmin in German and not have to wait when moving between menus after leaving WebAdmin idle for awhile; in 7.460, German also suffers from this INFECTION.

This is not a functional problem, but it really [SIZE="6"]BUGS[/SIZE] me!

If it's confirmed by Astaro that re-caching is time- not event-based, please ignore the sound of me hitting my head against the wall...
